Where this part goes in the steering column?

Where this part goes in the steering column?

I took the steering wheel apart to fix the infamous wobble. I am pretty much done and need to put stuff back together now. I put all the parts in separate bins, labeled them, took lots of photos but there is this one part that just kinda fell out and I have no idea where it goes. According to the part number it is a wire shield. Does anybody have an idea where this part goes?

I think that may cradle the column on the side where the cruise control/turn signal is. I had to snake a cable down for the new lever and there was a plastic guard there that made life difficult
