Can I remove it by only opening up that under-dash plastic piece? Or do I have to take off some of the front facing dash?

Underside only, front dont come off (except firebird). Removing the hush panel is the easiest part. That relay is squeezed in there. There's two small 7mm screws holding the bracket the relay is on. Fun stuff.
