i changed out the tpi 305 for a 350 bored .060 over, 850 holley carb, edelbrock torker single plane intake, comp cam (dont know the exact lift; noticable idle tho..), 58cc 305 heads fully ported and polished, headers, electric pump and holley regulator, MSD wires, new distributor, with a rebuilt 700R-4 with b&m street strip shift kit, holeshot 2400 stall, 3.42 gears and 23.5 inch slicks....

A guess? ok. 14's. You want to know what it will run, take it to the track and find out.
23.5" tires? What are they off of, a Mini Cooper?

Are those tires on 15" rims? If so, there wouldn't be a lot of sidewall.
The combo may be good for low 14s but it's really hard to tell if things are matched up properly without knowing the cam specs. You have a big carb and a single plain yet a pretty low converter for the cam you'd need for the carb and intake.

I just did a quick search to see if I could find that size "slick". MT doesn't have anything that size, Goodyear doesn't have anything that size but Hoosier lists a 23.5 x 11.5 x 16 road racing slick but it's designed for a 12" wide rim (open wheel stuff)

A guy on a local board here posted about ordering M&H 23.5x7.5x15s for his turbo dodge today. Maybe that's what his are.???

Using a tiny tire to compensate for poor gearing is a step backward. The small tire puts a very small contact patch on the ground from front to back of the tire and will really limit traction. The proper way to select tires is to stuff the tallest tire possible into the wheel wells then select the best gearing to work with them.
Width is just another factor. While most cars can easily survive with only 9" of tread, going too wide with a low HP car just creates more rolling resistance.
He's using a 23.5" tall tire with 3.42 gears and a 700R4 tranny which has a too low 3.06 first gear even for 26" tires. There's a combination that can smoke the tires and not get anywhere.
Also at 60mph, the engine would be turning just under 2600 rpm in OD where a normal 26" tire would have it just under 2400 rpm.

the tires are McCReary tubless slicks, 15x7.5x23.5 and yea i plan on doing the rear end with lower gears something like a 4.10 or 3.73 in the near future...

That would limit you to 112.5mph @ 6000 rpm with 3.73s and 102.3mph with 4.10s.
4.10s with 23.5s would be like 4.56s with 26" tires and 4.90s with 28" tires without the benefit of a normal sized contact patch.
