WA Smog Help

Hi All,
I'm Doing my first hot rod motor in WA and never really thought about the smog laws.
I was hoping someone could tell me where the limits are.
I was planning to do an carburated 355 or 383 CI Hydraulic roller motor, somewhat hotter cam then the LT4 HotCam, planning about 400 hp. run through shorty or medium headers and cats, out a 3" aftermarket exhaust, in a 1991 IROC vert.
Is WA smog law just a sniffer through cats?
Will I have a problem getting this motor to pass?
Will I need smog pump and air injection headers or any of that stuff?

I live in Gig Harbor/ Pierce Co. so I know I have to test.
I'm hoping you guys know how radical I can build and still get through smog.

Luckily in WA you can get away with more. If you are good at tuning. WA has no NoX test, so you can lean out the mixture, until you can get by the HC limits. (at least that is how is in vancouver, wa).

From what I have read and been told, you can easily pass if you have cat's and a proper tune. I have a 212/218 lpe cam, supercharger/ afr heads 30lb injectors and cats and I never have a problem passing emissions. I am thinking of straight piping my cats, retarding the timing, and adding a little alcohol to the tank for the next emission test time

if its a dd then you cant (or you are not suppose to.) & they have to be 30yrs old now lol so you have 7 more years.

Also, a little extra ethanol in the gas will help get you to pass emissions.

As Dewey mentioned, playing with the eprom and leaning out the mixture for the high-speed test will help get your HC down. But it does cause your NOx readings to increase. If your test doesn't measure NOx, then you have no worries.

Also, you can lean your engine further if you have a working EGR. If you don't have an EGR, then you won't be able to lean out your enigne too much.

To tune for idle, you will need to keep the engine in "open loop" to force the mixture to stay lean. The EGR doesn't function when it's idling, but you can lean it out to around 15.5:1 without any serious problems.

But, in all cases, a good dose of ethanol will greatly help reduce all your emission readings. Just be careful to not use too much as ethanol is highly corrosive and you will ruin your fuel injectors if you start using more than 20% ethanol.

In case you didn't know this, ethanol cannot be sent down pipelines it is that corrosive. They need to ship it in special stainless steel tankers. If you want to convert your car to E85, you'll need a special gas tank that is coated and ALL the lines, pump, fittings & injectors will have to be corrosive resistant (ie. stainless steel).

But, to pass emissions, you can sneak by with a 20% ethanol mixture...just make sure that you don't have too much fuel in the tank and IMMEDIATELY fillup after the test with gasoline that has no ethanol (or isn't oxygenated).

As long as I'm clean coming out the pipe I'm ok, right?
I can convert from TPI to a carberator (not ok in CA) but I will probably go toward a LT1 injection on top of a 350 L98 block w AL heads.
