Progressive controllers, which to use....
Right now it looks like I've got 2 options. NOS and Jacobs. One sprays nitrous in relation to RPM and the other one is time based. I need to know how the time based one works. I drive a manual and if I go w/ a time based unit I want to cut off the N2o between shifts w/o it restarting from the lower setting.
Like when I shift into 4th gear I don't want the controller to think that I'm trying to launch the car from a dead stop.
Any suggestions about this?

yes dont lift the throttle between shifts.

Exactly my point…
So what if you loose traction? You let off the gas and the controller resets. Unless you’ve got a well sorted car that always sees the same conditions, can you predict what will happen 2 seconds in to every pass? How about on the street?
