Tuning problem that I can't fix

I have an 88 iroc l98 w/ 9psi ati 3 core. When I blow as hard as I can (like 2 psi)into the fmu with it fully closed it hikes the fuel pressure up to like 80 from 45. When I drive the car, more boost ( 4 psi )is being made at like 3.5k rpm but my fuel pressure won't go up over 50psi. The fmu is getting it's boost from the same line the boost gauge gets its from. I'm assuming it's easier to increase fuel pressure when the engine isn't under load so what can I do to get the pressure up when i'm driving too? thanks for any help...
