in my state (New Jersey) its legal to have but you need a permit (free) and the bottle has to be closed on the street. I don't think it matters where the bottle is as long as its bolted down securely and doesn't move.

Common sence says it has to be installed and mounted correctly... you have to check you're local laws and see what the fuzz say... however just about everywhere you go, if you have an open bottle on the street, you're pretty much f*cked because you're going to be nailed for street racing...

There are no specific laws in WV about nitrous use in cars.
There are however laws regarding reckless driving (spinning tires), speeding, speed competition (street racing) and such that they can get you for with or without nitrous.

Nebraska was trying (but failed) to get a bill passed that said if you had nitrous you had to have a red letter about a foot tall on all four sides of your car. I think they are just trying to drum up more support for thier lousy college team. that state is as ignorant about nitrous as the guy that says: " oh nitrous is like cheating and it blows up your motor."

here are a few places where to refill it, these are just registered NOS refillers, lots of other nitrous companies make refilling stations, and lots of gas and welding supply houses do it so there are many more places: http://www.holley.com/HiOctn/ProdLin...S/NOSlist.html
