Parking brake works sometimes

Most of the time, when I pull up my parking brake, it just goes up all the way without doing anything. But one out of every hundred times or so it will work just fine. Anyone have an idea? Thanks.

maybe you have a broken guide rail on the bottom of the parlingbrake lever that the cble is falling to the side, but every once in a while it will stay in place and tug properly? i'm just guessing.
