i just put new pads and rotors with new bearings and my car still wont stop
the pedal is real hard and the car still rolls when i floor the brakes. what can it be

internal leak in the MC, restriction in the lines, stuck piston in the caliper, out of adjustment shoes

You might also want to check for a bad/Non-functioning brake booster. Is this problem why you did the brake job?

yeah but also becouse my rotors were shot.
is there any tests i can do to check various components?

First I would start the car and unhook the booster vacuum line. This will cause a massive vacuum leak so it will idle high and may or may not set codes. This way you know if you have vacuum going to the booster. I would also suggest the closely inspecting the booster line beforehand for kinks or a leak. If you find no kinks or leaks in the hose I would unhook and plug the booster line and take a short drive. Be aware you will have no power assist so leave plenty of room to stop. Do the brakes feel the same with the vacuum line unhooked as they do with the line hooked up? It's kinda a back yard way to check, but it's quick and easy. If you do feel a difference I would suggest doing as ede said and check the MC, brake lines, calipers, etc. If you have a high and or eratic idle I would suspect a vacuum leak possibly from a torn diaphram in the brake booster itself.

when i disconnect the vac line to the booster my car idles the same as if it were connected,when i plug it with my finger my idle lowers.

The diaphram in your brake booster is bad(leaking vacuum). Replace your booster.
