Rolling the outer fender?

Axle/Gears: 3.73 10Bolt Posi W/ Al Cover, Disks

is rolling the outer fender done to keep the lip from cutting the tire, or is it done to actually geve an extra quarter inch of clearence for the tire, does the tire ever even get that far through the susspension travle? Also so you worry about the section with or the tread with for getting all of the way out to the fender lip?
