Directional Tires

Can directional tires be safely rotated so that they run in the reverse direction?

AFAIK, no..they're only made to run one way.

You can run them backwards, but you will lose wet traction. I was given this information from a road racer friend when I asked him about his tires being the wrong direction. They apparently do this to maximxe the tire life.
