Yea, that bolt is a nightmare.
I've seen a few threads (probably started a few) about it. Problem is, the bolt seizes into the steel bushing inside the rubber bushing. If you hammer the bolt to get it out, the rubber bushing absorbs the impact, making you tired, angry, and frusterated.
You'll need to grind it out, or drill it out. I don't think you can get a drill in there, maybe if you've got a 90* drill. I just ground off the head of the bolt, I think I even hammered the mounting flanges out a bit, then cut the bolt on the inside of the flanges, then removed the track bar. Then I mangled the bushing out on the work bench.
On second thought, is there a rubber bushing? Maybe not, actually... Either way, it's still hard to get off.
Oh yea, don't need to drop the tank to do the filter, it's inline below the drivers butt.

in the rs there is a fuel filter connected to the fuel pump witch is causing my fuel pump to fail and my fuel pump in inside the tank. and its a rubber bushing i was hoping not to have ot grind it out from what i can see theres not much of a point to having that brace there. is there? and if there is anyone know where i can order a new bolt for this?

GM will have those bolts in stock, $7 per up here in "screw the consumer" land, $12 for the nut. I just buy the nuts from a bolt supplier for $.50.
Yea, I wouldn't leave that piece out, i'm very leery about leaving a suspension or brake piece out, even if I REALLY think it's not needed. I think you'd be the first person i've heard of to leave it out, FWIW.
You may need a new rubber bushing then. I don't recall any poly bushing kits that come with a "track bar brace" bushing, leaving me to believe there is no rubber bushing on the brace itself. Are you totally sure? I remember it being a very small hole on the brace... Well, you'll find out very soon.
Oh, the fuel pump will have a pickup sock on it, but I don't think it has a filter, per se. Well whatever, you seem to know what you're doing and why, so I won't nitpick into that.
Good luck! Let me know if there's a bushing on that, now i'm racking my brain...

Get an air chisel and put a pointed bit on it and hammer the nut side of the bolt.
The hard short strok blasts will jar it loose. I had same issue with rear contol arm bolts.
This was the only solution that worked for me.
You may be able to put a large c clamp on the nut side and put an over sized socket on the bolt side and compress it out.
