Rear Drum balance?

I can't really get my rears (drummed brakes) to lock up. Would it be worth it to get a proportioning valve to give them a little more grip? If it is it might give me the excuse than I'mm part way through the disc swap and go for it.

Here's a tip. By 2 sets of brake shoes. Each set will have 1 large and 1 small shoe for each side. Combine the 2 sets and use only the large shoes. Should give you more holding power.

Thanks... Have you done this on your car? Are there any draw backs other than the cost of another set of pads? I've heard that GM's always error on the side of caution when it comes to the proportioning. I just want to get it a little bit closer. Thanks
