I have a 1990 camaro RS 3.1L.
when I first brought the car the E brake did not work. when Im inside the car I can pull it all the way up and nothing will happen to it. I recently took out the panel and noticed that the cable is attached to it. how do I adjust it?

I have this problem too, BUT only sometimes (???) so if you figure out a fix for it I would sure be interested in hearing about it.

Oh yeah, I heard there was a way to adjust it under the car somewhere, but I don't know if that is for certain years or all years, I haven't been home yet to check that out...1 more week

Yeah, V6-3.1 has drum brakes in the rear, not discs...
The adjuster's easy to find, it's under the car and above your driveshaft. In fact it's almost directly under the console. That's where the one cable (from the e-brake handle) splits into two cables (to each drum brake).
You need two wrenches, some wd-40, and safety goggles (to keep wd-40 & all the dirt out of your eyes). Use one wrench to "back up" the center cable (from e-brake handle)- put the wrench on the bolt where it attaches to the cable. It's cut like a square for a wrench to fit on it. This keeps the cable from spinning. Then, use the other wrench to tighten/loosen the nut. It's an easy job but a messy one.
The Haynes 82-92 Camaro manual (found at stores like Pep Boys & etc) covers this adjustment procedure.
It's also possible that your drum brakes aren't adjusted correctly... and I think you had a problem with them before, right? If the brake shoes are too far away from the inside of the drum, that means the adjuster's frozen up. You'd have to turn the star wheel to move the shoes out... it's a pain in the but. Adjustment for drum brakes happens when either (A) you use your E-brake when parking the car, or (B) you hit the brakes HARD when going in reverse.
