If you just get up under the car and look, you'll see the adjustment. It's in the drive shaft tunnel up at the very top a little way behind the back end of the trans. It takes (I think) a ¼" wrench and a 10mm wrench. Just hold the cable end still with the ¼" and tighten up the nut a few turns with the 10mm.

Block the wheels. then remove the driveshaft. Then you can see what to do. As well as making the job much easier

These instructions assume you have drum rear brakes, since you didn't mention which you have. First you need to jack the car up and see if the cables are still in their pockets in the body. If they have come out there will be more slack. Also notice if there is a threaded rod going through the saddle (aka equalizer) or not. It is the metal yoke shaped piece where the two individual e-brake lines from the rear brakes join together. If it has the threaded rod then you can adjust the cable there by turning the nut while holding the flat portion of the threaded rod with a vise grips. Later 90-92 e-brakes don't have this threaded rod. Before you adjust this, you need to make sure the rear brakes are properly adjusted. There is a star wheel which adjusts the drum shoes to the drum. It is accessable through a slot at the bottom of the inside dust shield. There may still be a rubber protective piece plugging the slot. There is a special brake adjusting tool available in the Help section at the Auto Parts store. Or you can use a standard screwdriver. Move the teeth of this star wheel with your screwdriver and check the friction of the brakes by rotating the wheel. You keep adjusting until you get a slight drag. Check how this effected the e-brake pull-up. If it still isn't tight enough, then adjust the nut on that center threaded rod. Spray it with WD40 first. Also it is easier to get to if you remove the driveshaft at the rear end first and let it hang down. Thios will give you enough room to get your hand in there to adjust it easier. I hope this helps.
