Can I adjust my ebrake cable?...

Cause I finnally got the cables in the car. And I go driving take a turn. Pull the ebrake and what happens? Nothing. I slow down a bit but the tires dont even screech. I do it again. I PULL! on the ebrake. What happens? Nothing again. Do I need to adjust the cables? Can I? I have Disk brakes int he back. SO I whould think it would grab pretty hard.
