What is wrong when the brakes are hard?

Car: 1990 Formula 350
Engine: L98 350
Transmission: 700R4
What is wrong when the brakes are hard?
I have tried to lock the brakes up but cannot, The pedal gets really hard to push towards the bottom. It stops OK but not that quickly. I just replaced the pads and calipers on the front and had the rotors turned. I am at a loss.

More than likely you have caliper(s) that are froze in the bore, or sticking at least. The rear disks (J65 option) are notorious for problems, and there are GM technical bulletins about it. AutoZone sells rebuild calipers very reasonably, so if rebuilding you own sounds like too much work, you may check into that.

you don't have a problem, really. they are all like that. I can't lock mine either. your rear brakes are fine if they are 89+.
I have brand new bendix pads too. the car stops, but it will never lock them at hiway speed.
