What is the name of this part? It sits on top of the strut.

I doubt that they are available new at this point. Every thirdgen was equipped with them, so they should be a dime a dozen at your local yards.
I have a set, if worse comes to worst. One, however, has a slight crack at the top. If you're interested, let me know and I'll take a pic or two.
BTW, if you're considering using the shields with after market mounts, you'll find that they cause some interference.

Going to be using stock mounts with 90/10 drag struts. My son works at a salvage yard so I'll start keeping an eye out for some in better shape that what I have which came on a car out of Ohio. All the suspension in crap.

You can get plastic ones (about 1/10 the weight) off of a lot of trucks. In fact I got new ones with the new Bilstiens (stock) I bought for my Avalanche, but I threw the old ones in the trash. Otherwise you could have em. If you don't mind em being blue (not just blue, but ,,, .... BBBBBBBLLLLLLLLLUUUUUUUUUUEEEEEEEEEEEEEE) that is. But I suppose you could paint em if you're THAT KIND of a guy.

OK. I have another question. Whats the name of the part that has the studs on it the is on the inside of the fender well that the strut mount bolts to and is that a part I can buy?

I would make sure to use some kind of dust cover, especially if you spend the big bucks on something like konis. I put some universal rubber dust boots (like the baja trucks use) on mine. I want to keep out as much dirt as possible from ruining the seal of my koni yellows. The stock dust covers don't fit my aftermarket raised strut mounts. If you buy aftermarket strut mounts, mine came with new retainers. my only complaint is they are SAE bolts while the rest of the car is metric. I replaced all my stock front suspension and steering this spring. Let me know if any of my stock parts would benefit you.

Funny thing is if you search for the original part I inquired about in the picture using the words strut dust shield or dust boot I get absolutely nothing back on google or bing. That's a first for me when looking for a 3rd gen part once I had the correct name.
