Do I have a broken spring somewhere?

I was thinking it might be in the starter switch on the lower part of the steering column.

I changed it out with a new one and neither switch seems to have a return spring to make the tumbler return to the run position.

Yep, there's a return spring in there. Yours is probably worn out or broken...
