Both of those have crappy heads.

These are the Vortec headed engines and with a cam change should run very well. They may even offer a better cam as an upgrade.

if you can sneak the no egr past them then it should pass with a stock unmodified vortec headed motor. If im not mistaken, the exasust recirculation is done through the cam timing.

or... you could jsut plumb a line to the manifold form one of the exaust maniflds/header primaries. Gm makes an intake just for this application witht eh roundabout egr built in.

heads are very much an option in cali. there is a wide variety of heads that have passed CARB certification, including all of those tha come on factory vehicles. tha tmeans the vortec heads are in as long as you get a egr kit for it.

later

how much is the EGR kit?, because if i can get the cheap vortec heads, i might as well start with a shortblock and just build it up.

should just be able to get the manifold from GMPP along w/ an egr valve. Requires some welding for the exaust feed but thats about it. All the rest should be straight forward.
