Fuel pressure problems

Well I put a fuel pressure gauge on my car and it was running at 14.5 psi and I was trying to get it down to about 10 or 11 but it wont go down any further than 13.5. My pressure gauge doesnt go all the way down to 0 when I turn my car off so is it just reading high because of that?? When my car is off it reads almost 2 psi. I dont know where to go from here, anybody had this problem???

The gauge is probably accurate when it says you have 2 psi of line pressure with the car off. What happens to that line pressure when you open the gas cap? I adjusted my fuel pressure once, and could never get it as low as it once was....

what happened is the regulator screwed up?? When I take the cap loose on the gas tank it sounds like its sucking air for about 10 seconds then it makes a thump. What can I do to get this pressure back down to normal?? I got it turned as far as it can go down (little tab under spring is at the bottom of the regulator).
