TBI injectors won't fire

I have a 1991 camaro RS with an '88 tbi 305 motor and wiring harness. The car was running great, but now the injectors won't fire. The car has 14psi of fuel pressure and it has spark. I have changed the ECM and the injectors, but still nothing. It will start if I put fuel into the throttle body, but only until that fuel is gone. What do I need to do to fix my car?

if you have VATS, that's most likely the problem.

yes all the fuses are good, but I'm not sure about the VATS.
shouldn't the starter not work either if the VATS is defective?

What ECM did you swap in when you say you changed it out? and did you use the chip in that one or swap it from the 88 ecm? I'd check the connection wires on top of the injectors too see if they're still consistent.

i had that problem when i swapped powerplants, turned out to be a faulty ground. just check and make sure they arent loose and the connections are clean.
