is it normal for a tbi spacer plate to cause bogging and loss of power if you don't have stock chip?

I'm a new member and have a basic question. Does any Company manufacture a spacer plate, appoximately 1" to 1.5". Eventually I'm installing a new motor; however, would like some emmidiate increase in hp. Thanks.

There are places that make them, try ebay look for xtremefi they sell spacers not sure the size. Turbocity.com has spacers, and so does cfm-tech.com
I haven't ever heard of anyone getting any significant gains from a spacer though. I'd do one of the other cheap or free mods before going with a TB spacer.
