Smokey breather
I put a open element air cleaner on recently looks great but the breather tube was stinking up my car so I bought a nice chrome eldbrock breather filter but it still smokes allot and when sitting a lights the smells seeps into the car. I have advanced the timing so I don’t know if something is out of wack. Also I see those IAT resistors that say extra HP just plug and go has anyone done this and what size resistor is it.

I've done the resistor thingy on a different car and although it felt a little different at lower speeds I wouldn't recommended it.
I think it just fools the cars computer in thinking the air is cooler or hotter or some such.
I say save your $ and get a MSD coil or a new cap an rotor.

That breather tube is supposed to be for pulling air INTO the engine, not letting crankcase blow-by OUT. I would suspect that your PCV valve and/or the line connecting it to the TB is plugged up or damaged. If the PCV system isn't drawing the crankcase blow-by into the intake manifold to be burned as it should you'll have those gasses slowly drifting out the breather tube and stinking up the joint.
If you PCV system IS working correctly and it's still huffing out the breather tube, it's time for an engine rebuild- your rings are shot.

The resister in place of the IAT has little effect on the fueling. The IAT is mostly used in the knock routines in the ecm.
If your getting enough blowby out the breather to smell it in the car and see visible smoking then the motor is toast IMO. Even without the pcv connected on my 350, the ammount of blowby coming out is minimal. More likely is that the smoking may be due to bad valvecover gaskets. Somewhat common (seen it on two motors, at least) for the seals on the outer side of the head above the exaust ports to get old and crunchy from the heat. This allows oil to leak out onto the exaust manifolds and it smokes when it burns off.
