Code 24 is for the VSS (vehicle speed sensor). Is your speedometer working?

As for the "mooing" sound, I'd try and isolate where it's coming from a little more, just to be sure. Like, opening the hatch when it starts and see if it stops. Or hooking up a fuel pressure gauge and waiting and seeing if it rises when it starts "mooing". It sounds to me like it's the fuel pump, but I have no clue why it would randomly come on like that.

"Moo", "fart", "burp", "hum", or whatever you want to describe it as could very well be the tank pressure control valve. Perform a search for it, and see if that's what you are experiencing. It usually happens on a temperature increase after heat soak (shutting the engine off with a hot exhaust, no air moving under the vehicle) causing fuel vapor in the tank to expand and increase tank pressure. A properly operating EVAP canister and tank pressure valve in that system usually prevents that.

When it happens, loosen the fuel filler cap to determine if there is pressure in the tank. That's what I'm guessing.
