Would the larger TBI really benefit a bone stock L03?

No. It might be a beter idea to add that after the cam, exhaust, and tuning (you would need tuning with the 454 TB unit).

Your stock motor will not benifit from a larger TBI unit at this time. The stock unit is not air limited but instead fuel limited. You have other bottle necks that need to be replaced first. The stock exhaust should be bottleneck #1.

On the idea of "fuel limited", when does the stock fuel pump become a problem? Dual snorkel intake in progress, ALDL cable in the mail, and next hopes is full exhuast (headers, cat, 3 inch catback). Will the stocker fuel pump be ok?

My bottlenecks list:

1. exhaust (pipes, cats, and exh manifolds)
2. cam

The proof is that with an exhaust and cam swap, plus a fuel (or ECM) tweak, decent track numbers can be run.

3. stock heads (designed for emissions and economy).
4. air cleaner (designed for stock airflow, quiet operation at cruise, and reduced roar at WOT).
5. intake manifold
