32 code on TBI

Engine: 305 TBI (LO3)
Transmission: 700R4
Axle/Gears: 10 bolts 2.73
32 code on TBI
My ECM show me a 32 code when I diagnose it , wich is a defective EGR valve or defective electronic vacuum valve . Now I got the EGR out of the intake and had it cleaned with carb cleaner and the code 32 still shows and the gas mileage still s**ks . Should I buy a brand new EGR or take a look at this electronic vacuum valve and where is that valve ?

I had a intermiten light and it was code 32, got a new egr and all is good now
