I have -89 305 (L03) Formula with 170Hp stated. Are those horsepowers given as wheel or engine power?

That is an engine calculation. If you want to find out what you have at the wheels just take 20% of 170. That accounts for the inefficiency of drivetrain loss.

That's 170 at the crank your probably getting around 150 to the ground if your car is running well.

Planning to replace the chip and promised to gain some 20 Hp on ground - hope it'll be worth for the $$$.

On a stock car a chip won't give you 20hp. Use the money you would spend on that and buy an open element with a k&n and a tb spacer or some pullies from march. You don't need a chip until you car has quite a few mods.

What chip is that? That's a good sized RWH gain for just a chip.

Would that be Ed Wright from Tulsa, Oklahoma? If so, I've heard he does a good job on the 4th Gen Camaro's and Firebird's.
