RPM problem

Whenever I drive and put the car in neutral while coasting the rpm will jump up to about 1,800 rpm, and it only goes to the normal 700 rpm when i come to a stop(still in neutral). I don't think its sticky throtle blades because the rpm drop when i come to a stop. This also happened before i put the manifold in, but not as bad(only to 1500 rpm). Could this have something to do with the throttle position sensor or the throttle cables? Thanks

That's normal. When you're moving above a certain speed it's not supposed to return to normal idle.

Yes, but 1800-2000 rpm is still kind of high, it wasn't this high before. I'll try and adjust my throttle cable and see what happens.
p.s. I finally got my headers today, will be installing them this weekend.
