Tas,
There are 3 bushings inside the motors that provide the mechanical connection to the arm the raises and lowers the lights. Over time they become brittle, break and eventually turn to powder. The replacement part is available through ecklers at about $5 per side if I recall correctly. Others have skipped the nylon bushing and gone to the hardware store and picked up ball berings of the correct diameter.
Its an easy DIY fix.

Well for my old Trans Am the relays kept blowing. I dunno why but I went throught one about every year. I never heard of the disc mentioned above. The best thing to do is to test the voltage at the headlight motors and see if that is the problem first or if the motor is bad. Sometimes these motors do go bad so its worth checking into before you spend any money that you dont have to.

Yep, Kyle is absolutly right.
The easiest way to know if the fix is as I stated is if the headlight motors run and the lights dont come up. If you dont see/hear the headlight motors run, its a different problem.

If the motors don't work at all it's probably shot. If they still work and just down pop up it's probably the bushings. You can replace them with ball bearings if you want. I chose to go with wooden dow rods and just grind them down to a tight fit because they are lighter and will stand up to lots of pressure.
