Heads and Cams

Hey Guy's,
I just wanted to know what kind of heads and cam are good I have look in summit and jegs and I saw a couple but I don't know which ones to pick. I what to make good power but i don't want to spend all of my money I am looking to spend about 1,600 all together.

Edelbrock 60cc 50 state legal heads. $1000
or
World Products 305 Torquers $800
Edelbrock TBI intake $200. Bored out to 2" bores $50? used 670 Holley $150, put your injector pod on it. LT4 cam $150.
