bogs on acceleration

I've had this problem for a while, and it's particularly noticeable when i have less than 1/4 of a tank of fuel left. But lets say i'm in first gear at perhaps 1/2 throttle, i drive, then shift to second and immediately resume the acceleration at 1/2 throttle. there is initial acceleration you can feel but then after a second it sort of sputters or bogs a little bit, and i have to bump it up to 3/4's throttle to feel the acceleration.

I'm not quite sure as to the best way to describe it, i would call it an inconsistency in acceleration if i had to.

It's an inconsistency in the sense that you can be at 1/2 throttle in 2nd gear and it will sputter or bog a little but then as it gradually speeds up you can start to feel it pull again.

the bogging or small loss of acceleration occurs usually between 2000-2500 rpm.

Of course if i'm hauling a$$ and pushing the throttle all the way up to WOT in every gear then this doesn't happen of course, but what could be causing this problem?

Thanks in advance for the input guys.
