So we got a new fuel pump cleaned the tank put it back in and plugged it in put gas in, lines were clean, new fuel filter, but nothing we didnt hear it turn on and we tested the wires they were sending power but when plugged in it wasnt but my dad did something idk what but it was sending power when plugged in, still nothing, we hooked the fuel pump directly to a battery and it worked but didnt pump any fuel? Is this a electrical issue? Fuel pump failure?
Not pumping
1. It might be a bad fuel pump relay. Swap out the relay.
Ran but did not pump
2. If you hooked the pump up backwards polarity to the battery, it might not pump. (I haven't tried this, but if it spun backwards this comment makes sense).
What year and engine?
You could place a fused 12Vdc jumper into terminal G on the ALDL connector below the steering wheel to test the fuel pump.
This will prove the fuel pump motor is okay if you hear it running.
If you install a fuel pressure gage on the test port tap, you can also determine if the pump is putting out pressure during this test as well.

1. That is one long rambling sentence, with misspellings. Proper sentence structure, appropriate punctuation would go a long way towards sorting out this mess.
2. "the wires they were sending power..." DO YOU HAVE AN APPROPRIATE GROUND? Test voltage as close to the pump as practical--generally at the rearmost connector before the harness goes up 'n' over the tank. What is the voltage on the supply wire? (More is better, up to system voltage.) What is the voltage on the ground wire? (Less is better, down to near-zero.)
