Hmm, assuming you have a rear drum break car, then I'm guessing that the "hub" would be the axle flange, where the wheel studs come from. You can see it when you pull the drum off the car.
Why the mechanic was doing this, I don't know why. Sometimes, it can be a major pain in the *** to take the drum off. The pads can be holding the drum on pretty good.
Ask to see what he's talking about, if the car is still apart.

I would guess he means the drum its self.....ive heard that term used a few times.....get one from the wrecking yard for about $5 bucks and have it turned........Hub cap.......
