AFPR Problems

Ok, well I got my car running again, changed my coil and my CTS and now all i had to do was lean it out. I have an adjustable fuel pressure regulator from turbo city and an ATCRON III fuel pressure tester. Now when I had my car running and i was turning the afpr it seemed no matter how many times i turned it the fuel pressure only went down very little. It went from 16psi to 14psi with more then 10 turns. Is this normal? I stopped turning it cause I didn't want to turn it and have the thing fall out. Thanks for the help.
