Rich condition at idle

My car is blowing a large amount of hydrocarbons at idle, but not much at about 3,000 RPM's. I've also got a code 34 being thrown by the ECM. If the computer is geeking out at idle thinking there's a shortage of vacuum, is it dumping more fuel into the carb than needs to be there, thus the unburn fuel readings? Also if the car is running rich at idle and the vacuum sensor is bad, will it cause the car to idle about 150-200 RPM's less than normal?
