What would cause flooding

I have a fuel-injected v6 engine that floods on start up. You have to rev the engine in order to get it to run smooth. If you shut it down and start it back up it starts up with no problem and immediately runs smooth. What would cause this flooding on startup? Sounds like a sensor problem...any suggestions?

Leaky fuel injectors dripping into the intake after shutdown.
