STM,

What year/engine/fuel system do you have?

By your description, the problem could be caused by sevcral possibilities, including a clogged cat converter, otherwise restricted exhaust, poor fuel delivery, weak ignition, massive vacuum leak, etc.
A little more detail on the car may help.

STM,

Starting with the basics, we need fuel, ignition at the correct time, and compression to make the engine run. Presuming that there is no serious mechanical damage to the engine, we can put the compression question aside for now.

The oil leak is most likely not related, but should be addressed anyway. Clean the engine, monitor the surfaces to locate the source(s) of the leak(s), then repair it.

For the performance issue, start with the fuel delivery. If I am correct, you have an E4ME Rochester Quardajet carburetor. Replace the fuel filter if you haven't already done so. You might also clean, inspect, and lubricate the choke linkage. Make sure the choke opens fully when the engine has reached operqating temperature.

As for the ignition, the new plugs and wires are a good start. (Incidentally, what was the condition of the plugs when you removed them? They can be your best gauge of how the engine is running overall.) Don't stop there. You should also remove teh distributor cap and inspect it and the rotor for wear, damage, and pitting of the terminals.

Are there any other symptoms, like overheating, smoke, hard starting, or poor idle?

I think you answered you're own question......

A clogged cat can cause overheating, rough running, WAY down on power , and you noticed less exhaust coming out??

Check the cat. Sometimes you can bang on it with something and hear the insides of the car rattling around inside. Be AWARE that if the cat has failed, and the crap inside has broken up, it will be in exhaust pipes as well sometimes. Make sure nobody's behind the car after replacing it......and rev it good
