TPI intake manifold question

TPI intake manifold question
On the bottom of the intake there are 4 large cap screws. They appear to be in a coolant passage of some sort. What are they for?
Also, on the botttom of the throttlebody, that is the IAC correct? When I removed this for cleaning purposes it appears that coolant runs through a passageway and has caused the spring on the IAC to rust quite a bit. Is this supposed to be set up like this?

Maybe a gasket had failed somewhere allowing coolant into the EGR passage. The screws on the bottom are rusted and one appears to have had coolant leaking from it as well. There are signs of coolant deposits, light tan/ white colored.
I found this on an intake setup that I was given for free, not on my car. I am cleaning it up to swap on to my car. I guess I will use the IAC that is on my car now instead.
