Car wont rev past 4000, makes ear-piercing whistle

Today I finally recieved my pcmforless programming, and got it installed. The car idles great, and is no longer running lean or rough. The thing is, while the accelerator is floored the car will pull good until 4000rpm, then it STOPS! Even while floored, it wont go over 4 grand. The really bizarre thing however, is the high-pitched whistling noise it makes after it stops pulling (and stays at 4000) it sounds like a f*cking wastegate. The car pulled okay to around 5300 with the stock programming. Im really stumped on this one, but Im leaning towards possible faulty programming. Any help is appreciated, thanks.

eh, weird.

put the stock chip back in and verify problem goes away. if i didn't know any better i'd say its a plugged exhaust. but if it goes away with the original chip, then thats pretty interesting stuff you got goin on there.

Im pretty sure the exhaust isnt plugged, Ive got no cats, headers, and fairly new (~15000 miles) 3in exhaust. I may pull the piggyback out and retry it, but Im kinda afraid to since the car runs so lean with the stock programming. (Im talking well under 0.4V max for O2 voltages) The only other thing I did was install new Ujoints, but I cant see that causing problems like these. (Even though theyre causing major drivetrain vibration now) Any other ideas?

Although any PROM/CALPAK shouldn't have anything whatsoever to do with it, whistle usually indicates a vacuum leak, or intake or exhaust restriction.
