IAC - What is correct setting

I am still trying to fix my stupid starting problem. Just wanting to know what a scan tool should read when checking the IAC with the key on, engine not running. I am currently reading 144, but that drops to about 44 soon after the engine starts. BTW, has anyone had problems with an OTC Monitor 4000e?
