Bogs in low RPM and shifting points

Running a 305 with a 700R4, just got it out on the road yesterday. Runs great, starts up fine, but its a bit sluggish in the low end. I can floor it and the 700R4 will still shift before 4000 rpms, I have a B&M shift kit installed. However if at like 20mph I manually downshift to first or second and floor it I can chirp the tires and the car is much much faster, can feel alot of power above 4500rpms. Desktop Dyno says I have 400hp at the flywheel but its not been to the dyno yet.

I am thinking the slowness is being caused by the stock 2.73 rear gear ratio, so I am planning to get some 3.73s or 4.10s (not a daily driver so MPG its not a big concern), however will the tranmission continue to shift at such a low RPM or do I need to adjust the TV cable in some way?

Is that the XR270HR cam?If it is I think it is the wrong cam for you.
You don`t say if it is carbed or TPI.If it`s carbed a gear will help
alot.If it is TPI they don`t like the lobe seperation that tight.Yours
is 110 TPI likes at least 114.Tell us a little more about what you are running.
