Rough running cars.. Need opinions..

Okay guys, this is my friends 88 Trans Am with a TBI. I gave him my suggestion as to what is wrong, but he wanted some of your guys's opinons... Here is his problem...

"When your on the gas, it's fine. When you start slowing down for a light, it starts sounding rough, like it's getting ready to die. You can pump the gas a few times and it will come back to life, roughly. There may also be something to do with the vacuum, one time it seemed like the power brakes weren't wotking"

Thanks for every one's patience and help!!

Fixed the problem.

His EGR was stuck, had to go buy a new one.
