im pretty sure it just refers to a quality metal. usually polished. such as billet grills. the aluminum polished grills. etc. hope that helps.

It refers to the method by which the raw material is formed. Billet means the metal was formed under pressure while hot, typically in rod shape. It has uniform grain properties and the part you want is machined from the billet. In contrast to cast, which is poured into a mold while molten, billet will have better strength and less porosity.
You've probably also heard of forged, which is forming the material by force into the shape you want - this gives grain flow properties that also has strength advantages over either cast or billet in some applications like crankshafts.
