Can you take the starter down? Is there anything left sticking out that you can get a pair of vice-grips on?

If so, a soaking with penetrating oil for a day followed by heating the area around the broken bolt (not the bolt itself) with a torch before attempting removal via wicked-tight vice grips is how I've gotten them out in the past.

Both broken off IN the block (typical of my luck if any of you knew me). And the starter is down.

well, I would get a real good torch and start by taking a sharp punch to the center of the broken bolt hole then use a drill bit for a easy out( I like the screw stlye easy outs but the strait rod style alow you to rock the bolt both ways). before using the easy out get the area around the holes nice and hot the quick tap in the easy out and spin it out. don'r force it or the easy out will break and it won't be easy to get out.

if you can get a real torch it will come out very easy unless the threads are shot. the propaine hand held ones will take all day to get it hot but, will work if they are not too bad

I have a real torch. I've always heard that about a torch and getting a broken bolt out.....what does that do?

Why it worked- torch heats the metal AROUND the bolt, expanding it and making it "let go" of the bolt shank.

Good job. Well done. I HATE broken bolts. I always feel like a super-pro when I get a particularly nasty one out.
