plug dangling

I was doing my oil change last night and happened to notice a strange plug just dangling by the oil pan/oil filter...it looks like the outside is frayed a little but its plug is the most noticeable. its bright orange and looks like a normal plug...any ideas on what it could be?

you know how the power cord that plugs into the computer is kinda a triangle shape and three pronged connectors? Imagine that bright orange and just dangling next to the oil filter

The block heater goes on the drivers' side of the block, right in place of a freeze plug. When it's really cold outside, you can plug it into 120V and heat up the coolant in the block so it doesn't freeze. Unless you plan on plugging your car in, just leave it dangling.
