Valve cover still doesnt fit

I grinded the hell out of the new cover and I still cant get it between the top of the rocker and the Large Tube Runners. I cant put valve ocer first because i cannto get to the bottom bolts of the new runners. I played around in every angle for 3 hours today in 20 degree weather. when i take the cover pack off i see dents and shavings on top of every rocker arm WHAT DO I DO?

Are you sure you have the valve covers turned the right way? That is, they have a definite intake side and exhaust side... if they're different the intake side will be slightly more vertical, and the more sloped-off exhaust side will hit the rockers if it's backwards. Not all VCs are like this; stock ones are though, and alot of others. Just something to check.
