Are these heads a matching set?

I have a set of heads that I thought were 416's, but one of them dosen't have the right numbers on it. 416 wasn't in the number aswell as the number having too few digits. The heads did have a ??21 marked on them in the same place. Is it possible that they are a matching set? Thanks for any info.

if they were both 416 heads that would be in the casting number. the fact that the numbers don't match ought to be a clue that they aren't
