My engine Is not making REV's above 4000RPM...any ideas?

Hey guys. Heres the problem. My 1987 TA GTA, had a MAF crap out last summer. It was original. I changed it with the wells model which im sure most of you are familiar with. Anyway since the swap, my car has developed some sort of hic-up. I can't get the engine above 4000RPM when it's cold. (I mean engine cold not outside air temp). This happens in any gear and in Park or Neutral. It will not rev over 4000. If you put your foot to the floor it starts bacfireing and farting and popping, the car starts surging like someone driving a standard bad. Sometimes I can Smell raw fuel and see brown smoke billowing out the **** end. But....When the engine comes up to normal operating temp, the problem seems to go away. Please...someone have an answer for this problem. Thanx.

Axle/Gears: 3.42 pos w/rear db
no experience with fuel injection. I've seen both our 81Z and 83Z do something similar with the back upper carb. plates would not open up. The 81Z would get up to about 4000 rpm and just stop winding higher, while the 83Z would flutter, miss and outright die if you didn't let up on the pedal. The 83Z had a bad vacuum pot (holds plate shut till you hit the gas) and a broken spring on the shaft. The 81Z just had a tight spring. Sound like maybe you are getting too much air, too soon (before you get the gas).
