Car is not turning over....

I changed the spark plugs in my car and still didn't help the problem of my car taking a long time to start. It'll continue to turn until I pump on the gas (like you would with a carb vehicle). Then it coughs to life and starts running normally. Shortly after it catches you can smell gasoline. That goes away as well. I plan on replacing the fuel filter and checking distributor cap as well. What else should I look at/for?

do a full tune-up

new cap, plugs, plug wires, rotor. etc

is your choke working? sounds like it is and your flooding your plugs but your wires/cap, etc is just old...

are the plugs black?

The plug tips were actually nice brown color. One though was covered in oil (around the threads). The three on the drivers side looked like they were burnt on the bottom of the ceramic part of the plug. Wires replaced by PO
